There are several potential obstacles. One quick one: Lake Wobegon syndrome. Everyone thinks that they are above average, so why should they settle for a piddling $100K? I think there's very much a perception of zero-sum science: a pot of small grants would shift resources away from those doing big science, and those folks will kick up a big fuss. I've heard this kind of thing in the context of suggesting that postdoc salaries be improved, etc. What's the counter-argument?
