We'll see what happens - I looked at the senate version of the NSF reauthorization and didn't see anything similar, so it could get cut out in committee. The NSF and NIH are fairly different, too -- the NIH doesn't have requirements for discussing broader impacts of work in grant proposals, do they? Regardless, the fact that the proposal made it this far is a good sign.
